Bond Committees
The Solano Community College District maintains two distinct committees to support the effective use of voter-approved bond funds.
The Citizens’ Bond Oversight Committee (CBOC) is an independent body that reviews expenditures and ensures accountability to the public.
The establishment of the Citizens’ Bond Oversight Committee is required under Proposition 39, approved by California voters in 2000, which set standards for approval of school and community college bonds and mandated accountability measures for how those bond funds are used. Additionally, the Citizens’ Bond Oversight Committee operates under the requirements of the Ralph M. Brown Act, California’s open meeting law, which ensures that its meetings are conducted publicly and with appropriate notice so the community can observe and participate.
The Bond Steering Committee, by contrast, is an internal advisory group that provides guidance on the planning and implementation of bond projects to align with the District’s long-term goals. Please use the navigation menu on the left to review information and documents related to each committee.
