The Solano Community College District Department of Public Safety is seeking qualified, community-oriented individuals to serve as Volunteer Reserve Peace Officers.
This program offers a unique opportunity to serve in a student-centered environment, where your experience and leadership can make a meaningful impact. As a Reserve Officer, you will continue serving in a professional public safety capacity while helping ensure the safety and success of our students, faculty, and community.
The Reserve Peace Officer Program is comprised of dedicated individuals from diverse backgrounds, including retired law enforcement professionals, who share a common commitment to service. Reserve Officers play a vital role in supporting the Department by supplementing full-time sworn staff across a variety of assignments.
Duties may include patrol operations by vehicle, foot, or alternative methods, as well as providing support during campus events and public safety operations. While many Reserve Officers work alongside full-time sworn personnel, qualified individuals may have opportunities to operate more independently based on training and experience.
This program is ideal for individuals who have an established career, are recently retired, or wish to remain engaged in law enforcement without transitioning into a full-time role. It also provides an opportunity for qualified individuals to maintain POST proficiency while continuing to serve their community.

The Minimum Qualifications for Reserve Police Officers is as follows:
- Successfully pass an Oral Interview.
- Be at least 21 years of age at the time of appointment;
- Not have any felony or serious misdemeanor convictions that would prohibit you from possessing a firearm;
- Be a United States citizen or have applied for U.S. citizenship;
- Possess a High School diploma or GED equivalency;
- Possess a California driver’s license;
- Successfully pass a complete Peace Officer Background Investigation;
- Successfully pass psychological screening, & medical examination;
Most Community Colleges that have an Administration of Justice Program sponsor the necessary training. There are several institutions within the nine Bay Area Counties, including City College of San Francisco.
In most cases, the basic training needed (Reserve Officer Level III) will last one full semester. Contact the institution of your choice to determine the availability and schedule of the next class.

The Solano Community College District Department of Public Safety appoints Reserve Officers of all levels. We accept Certified/Lateral Level I Reserve Officers, and also Level II, and Leve III Reserve Officers who have previously been certified by a P.O.S.T. accredited institution. If you have completed a Basic Police Academy within the last three years, you are qualified to be a Reserve Officer.
Level I Reserve Officers may be certified to work alone or with another Level 1 Reserve Officer. In order for Level 1 Reserve Officers to work alone, he/she is reappointed to a Level I position with less than a three-year break in service and has successfully completed:
- Modules A, B and C and 200 hours of structured field training; or
- The Regular Basic Course or its equivalent and 400 hours of a POST-approved Field Training Program. [Commission Regulation 1007(a)(1)(D)
Level II Reserve Officers cannot work alone and must work with a fulltime sworn officer or a Level I Reserve Officer.
Level III Reserve Officers cannot work alone and are assigned mostly to special events. This is an entry level position for Reserve Officer, unless you have been certified at a higher level.
Reserve Officer is strictly a non-civil service volunteer position and does not receive any payment.
A Reserve Officer performs general public safety, which includes patrol, conducting preliminary police investigations, report writing, collision investigations, traffic control, issuance of citations, and other basic public safety functions.
Reserve Officers are also utilized at special events such as graduations, concerts, or security for major special events.
Reserve Officers are required to work during maximum deployment assignments, such as graduations, special events, major disasters, or major events. Reserve Officers may be required to work extended 12-hour shifts.
A typical Reserve Officer performs an average of 8 hours minimum each month, per calendar year. A Reserve Officer can volunteer to work more than the minimum 8 hours a month, if they choose.
Solano Community College District Department of Public Safety does not offer financial compensation for its Reserve Officers, but we will provide you with the standard uniform and equipment of a sworn DPS officer. You will be issued a department-owned firearm, custom fitted protective vest, leather gear, and other related equipment. If a Reserve Officer regularly meets his/her monthly obligation of service, that Reserve Officer will be allowed to request a voucher for additional uniforms (on an annual basis).
Reserve Officers are eligible for continued professional training and applicable outside training courses at no cost to the Reserve Officer.
Reserve Officer is strictly a non-civil service volunteer position and does not receive any payment.
All Solano Community College District employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109).
