What to do ...

If you are aware of immigration enforcement on campus use the following steps:

  1. Notify the Superintendent-President's Office (707) 864-7299 or DPS (707)580-6526
  2. Use NonConsent language: "I do not consent to your entry"
  3. Do not Disclose information:  do not disclose any information such as personal or confidential details about students or employees.
  4. Document: document the interaction is best you can we encourage you and others to use a phone to record or take notes. Be sure to include time, location, officers, names, credentials, and details of request if known.
  5. DO NOT physically interfere: even if officers appear to act unlawfully, maintain a common professional demeanor, assert rights, verbally, and document everything.

A Message From Chief Travis

 
Dear Solano College Campus Community and also the Solano County Community,
 

I am writing on behalf of the Solano Community College Department of Public Safety to address concerns from students, staff and community members regarding recent discussions surrounding immigration enforcement and how it affects our campus community. Given the heightened national dialogue on immigration, it is important to clarify our role and responsibilities as a campus law enforcement agency while reinforcing our unwavering commitment to ensuring a safe and inclusive environment for all.

First and foremost, the Solano Community College Department of Public Safety does not enforce federal immigration laws nor do we participate in immigration enforcement actions conducted by U.S. Immigration and Customs Enforcement (ICE). Our policies and practices are guided by Senate Bill 54 (SB 54), also known as the California Values Act, which limits state and local law enforcement agencies from using resources to investigate, interrogate, detain, or arrest individuals solely based on immigration status. Additionally, Assembly Bill 21 (AB 21) further protects students in higher education by prohibiting colleges and universities from cooperating with federal immigration enforcement unless required by law.
 
Furthermore, the Family Educational Rights and Privacy Act (FERPA) protects students’ educational records, including any information that may indicate their immigration status. As a result, the Solano Community College Department of Public Safety does not collect or share information related to a student’s or employee’s immigration status, ensuring their privacy and rights remain safeguarded.
 
While our department takes no part in immigration-related matters, we do work closely with our local, state, and federal law enforcement partners when addressing violent individuals, regardless of their immigration status. Our top priority is, and always will be, the safety and well-being of every member of our campus community. We are here to serve, protect, and ensure that students and staff feel secure in their educational environment, free from harassment, fear or discrimination.
 
At Solano Community College, we believe in fostering a campus where every individual, regardless of background or status, is treated with dignity, compassion and respect. Our officers are dedicated to building trust, providing support, and ensuring that our college remains a safe place for all to learn, play and grow.
 
We encourage students and staff who have concerns about their safety or any law enforcement policies to reach out to our department. We are here to listen, provide reassurance, and continue working toward a campus community built on mutual trust and protection for all. Together, we can ensure that our college remains a sanctuary for education, opportunity and growth.
