Solano Community College is committed to supporting students and faculty with accessible content. The DE Team has resources and support to assist faculty with compliance with the Americans with Disabilities Act, and the updated Title II requirements. As of February 2026, Solano Community College’s courses are partially conformant with WCAG 2.1 level AA. Partially conformant means that some parts of the content do not fully conform to the accessibility standards. The DE Team, in conjunction with college leadership is working on a comprehensive plan for compliance with Title II of the Americans with Disabilities Act.(CCCO, 2026).

Ready to teach online? All faculty must complete the certification process before offering an online course. This includes 80 hours of required training (40 hours in Canvas basics and 40 hours in accessibility), a shell review aligned with the CVC-OEI Course Design Rubric and a peer mentorship and accessibility review approved by the Distance Education Committee.

Equivalency
Faculty who present documentation that meet the minimum requirements for training will be considered “training met” if the presented documentation satisfies the following criteria:
- Training program is equal to 40.0 hours of basic online instruction using a Learning Management System
- An additional 40.0 hours of accessibility training that meets the course requirements defined by @One Accessibility
- Prior training is current, within three to five years
- If all of these conditions are met, the DE Committee will invite the faculty member to begin the shell review process.
- Training submitted for equivalency must demonstrate interaction with a live instructor.
- Approval for equivalency will be final after review and vote by the DE Committee
- How can I get a Canvas shell?
- Canvas shells are automatically created for all courses based upon the class schedule. Shells are created for fully online, hybrid, and in-person classes. If you would like an additional shell to create a new course, or make changes to an existing course, but you don’t want to make the changes to a live shell, please send an email to DE@Solano.edu and request a development shell.
- How can I become certified to teach online classes?
- Please review the online certification policy.
- How can I take the required trainings to become certified to teach online?
- Solano College offers the 40-hour Canvas training course and 40-hour accessibility course every fall semester. Or, you can enroll in the equivalent classes as identified in the online certification policy
- What is the OEI rubric?
- The OEI rubric is used by Solano College when reviewing course shells for certification of faculty. The OEI rubric was developed and adopted by the California Virtual College Online Education Initiative to help ensure high quality online courses.
- What is the Regular Substantive Interaction (RSI) policy?
- Solano College passed an updated Regular Substantive Interaction (RSI) policy in spring 2025. All online and hybrid courses must exhibit RSI in the online portion of the course in order to meet Title 5 and accreditation requirements.
- How can I get a copy of the RSI checklist?
- The RSI checklist is included in the blueprint for Canvas shells. However, if you don’t use the blueprint, we encourage you to include a completed copy of the checklist in an unpublished module in your Canvas courses.
- When and how do I complete the DE addendum for curriculum proposals or changes?
- The DE addendum must be completed if you want to have the option to offer the class online or as a hybrid whenever the course is being modified, or a new course is being proposed. Detailed directions for completion of the DE addendum are in “appendix A” in the DE handbook.
- I have some questions about distance education, is there a DE handbook?
- Yes, there is a DE handbook which contains important information about Distance Education modalities, the online certification process, regular substantive interaction, accessibility, attendance in online classes, artificial intelligence, blueprints, maintaining online currency, the DE addendum, and explanations for meeting the OEI rubric standards in Canvas.
- How do I know if I am certified to teach online and hybrid classes?
- Faculty who have successfully completed the 80-hour training requirements, RSI training requirements, and had a course shell approved by the DE committee are certified to teach online and hybrid courses. You can verify your certification by checking the spreadsheet for SCC approved online instructors.
- How many DE currency hours do I need each year, and how can I satisfy this requirement?
- You must complete at least six hours of DE training to meet the currency requirement. Suggested courses should include @One, SCC FLEX courses specific to Canvas, Online Learning, and other online sources. DE currency hours must be submitted to PDFC.
- What if I missed a DE flex session, is the session recorded?
- Yes, all flex sessions are recorded and you can receive credit for the flex session and DE currency hours by watching the recording and submitting an attestation to PDFC. All recordings are in the DE Canvas currency shell.
