Districtwide Consultant Services Pool

There are currently ten (10) categories of consultant pools. In 2023, we anticipate adding two (2) additional consultant pools – AV Integrator and IT Project Manager.  We are in the process of refreshing many of the consultant pools, which will be done during the 2023 and 2024 calendar years.  The appropriate consultant pool group size will be determined by evaluating the project needs anticipated within the District’s program.

Following is a list of the current and to-be-added consultant pool categories:

  • Architectural
  • AV Integrator – new in 2023
  • CEQA
  • Civil
  • Commissioning Agent
  • Construction Management (CM)
  • DSA Inspection
  • Geotechnical
  • IT Project Manager (PM) – new in 2023
  • Materials Testing and Special Inspection
  • Mechanical, Electrical & Plumbing (MEP)
  • Renewable Energy

Pools will be refreshed through an advertised Request for Qualifications (RFQ) process. The RFQ documents will have requirements that are standardized for all consultant services and will include the scope of services descriptions tailored to specific consultant expertise. The evaluation criteria and scoring considerations will be outlined in the RFQ.  This is similar to the last round of consultant pool procurements.

Firms that are not selected during the initial pool refresh will have an opportunity to request a resubmission of qualifications after a minimum 12-month waiting period. If a non-selected firm wants to be reconsidered, the firm will need to demonstrate it has significant changes/differences from its original submission to be eligible for resubmission/reconsideration.  Only one resubmission request will be allowed during the current consultant pool term. If a firm is added to the pool following the initial pool refresh, the time the firm will be in the pool is limited to the original pool period.

New firms which did not submit a response to the original RFQ advertisement will have the opportunity to be considered for admission into the pool.  The firm must first submit a letter requesting to join the pool, and if approved that firm will need to submit based upon the original RFQ requirements.  If added, the time the firm will be in the pool is limited to the original pool period.

Consultant pools do not have a set date for refresh.  It is anticipated that pools will most likely be refreshed between 5-7 years from pool approval by the Board of Trustees. 

Firm Selection:

(once consultant pool is established)

 The District intends to use a variety of options to select consultants from the pools.  When a scope of work is identified, the project’s Project Manager will use one of the following methods to select a firm for recommendation to the Board of Trustees.  Choice of selection method is at the discretion of the District.

  • Random selection
  • Select group solicitation
  • Request for Proposal (RFP) issued to all members
  • Single firm RFP
